I like Two Bit da Vinci idea that the balloons were scouting to snag .natural resources over the Arctic being exposed due to global warming.

ok, so theyve retuned our radar systems to track small slow moving targets to see balloons,
does that mean their ability to track stuff like icbm's and bombers has taken a hit?
